This initiative is designed to offer various services in the public interest, thereby bolstering innovation, knowledge dissemination, and enhancements in public service.

The Ministry of Information Technology has officially notified the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Amendment Rules, 2025 under the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016.

As outlined by the ministry, this amendment aims to broaden the applicability and effectiveness of Aadhaar authentication to advance good governance, social welfare, innovation, and knowledge spread. It will facilitate the use of Aadhaar to improve service delivery, ultimately enhancing the ease of living for residents and granting them better access to various services.

This amendment will enable individuals to effortlessly access services in sectors such as e-commerce, travel, tourism, hospitality, and health, which are provided by both government and non-government entities.

Moreover, the amendment permits both government and private entities to utilize Aadhaar authentication for delivering services in the public interest. This includes specific objectives such as fostering innovation, promoting knowledge dissemination, enhancing the ease of living for residents, and ensuring improved access to services.

The Ministry of Electronics and Information Technology stated, “This will facilitate trusted transactions for both service providers and service seekers.”

Any organization wishing to implement Aadhaar authentication must submit an application detailing its intended requirements to the relevant ministry or department, either at the Central or State level, using a format available on a designated portal.

“The applications will undergo assessment by UIDAI, with MeitY granting approval based on UIDAI's recommendations. Subsequently, the relevant ministry or department at the Central or State level will notify the entity about the authorization for Aadhaar usage upon receiving confirmation from MeitY,” the ministry elaborated.
